Unsmooth Teleportation

When teleported by command block (I haven't tested player-activated /tp yet), there is consistently a moment in which I can see the outside surroundings of my map, similar to 1.7 teleportation (though velocity does appear to be maintained). Before 14w31a, teleportations were almost completely smooth in the 1.8 snapshots.
