[MC-64573] Bug when Drinking a Custom potion with damage value 0 (Water Bottle)

What I expected to happen was...:
Trade from a custom villager, drink a potion, Get the wither effect

What actually happened was...:
looked in my inventory, The Game Froze, and a crash report popped up

Steps to Reproduce:
1. Type in this command:

 summon Villager ~-2 ~-1 ~ {Career:5,CareerLevel:100,Profession:1,CustomName:"Perks",Silent:1,Attributes:[{Name:"generic.movementSpeed",Base:0}],Invulnerable:1,Offers:{Recipes:[{sell:{id:potion,Count:1,tag:{display:{Name:"Wither",Lore:["Become the Wither..."]},HideFlags:32,CustomPotionEffects:[{Id:20,Amplifier:0,Duration:100}]}},buy:{id:emerald,Count:45}}]}}

2. Complete the trade
3. Drink the potion
4. look in inventory
