Led animals cannot jump up 1 block

When sheep are lured with wheat, they cannot jump up 1 block without the assistance of another sheep pushing it while it is jumping, or another player pushing the sheep as it's jumping.

What I expected to happen was...:
The sheep to jump up the one block.

What actually happened was...:
The sheep jumped infinitely.

Steps to Reproduce:
1. Lure sheep with wheat
2. Try getting the sheep to jump 1 block high.
