Arrows will not shoot while riding a boat

What should happen:
The arrow leaves the bow and hits the target squid/mob in the water.

What actually happens:
The arrow doesn't leave the bow/hits the entity of the boat.

Steps to reproduce:
1. Get in a boat
2. Use a bow and arrow and shoot a squid/other mob.
3. Sometimes, the arrows hit the boat entity itself, breaking the boat after multiple shots.
