Levers can't be right clicked on hoppers - it breaks them

What I expected to happen was...:
Levers to be right clickable when placed on a hopper

What actually happened was...:
Levers are placeable on hoppers but when right clicked they pop off.

Steps to Reproduce:
1. Place a hopper
2. Shift right click on top of a hopper to place lever
3. Right click lever that is on top of hopper to try to activate (it pops off).
