submerged slabs and stairs

this is a visual bug that ir very unconfortable, present on all the version and snapshots, when you put a stair underwater it creates a space of air in 1/4 of the block, in the case of slabs is 1/2 of the block size, my suggestion to fix this bug is to create a block status of ''submerged true/false'' that fix the air space with water
