Banners are invisible in the debug world

Steps to reproduce

Go to the debug world type
Look near the end of the palette

No banners. Im not expecting all the possible dye combinations, and those aren't even block states, but i am expecting the 16 basic banners to be there. (Note I have no idea what the actual ID for banner blocks is, I need some help and clarification on that)
