Unusual Block Placement on Backs of Stairs

On a freshly installed 14w30c, on a fresh (survival) world:
Placing blocks on the backside of stairs (even when the selection cross is near the top) should place a block on the backside of the stair. Instead it places the block on other sides when the selection cross is near the top.
