value is in range but command block says it is not

/scoreboard players test @a[team=red] AboveNetherbrick 1 12
I set my objective (AboveNetherbrick) to 9, but the command_block says:
score 0 is NOT in range 1 12. (I use a 20Hz fill clock to constantly run this command, and I am in the red team. )
