Banners do not place with setblock command

Not a game breaking bug or anything, just a bit inconvenient for those of us that enjoy using newer things that are added in to make fun for our friends with command blocks. The banners do not seem to want to place in 14w30c with the setblock command from either entering the command on my own or with the command block.

Steps to recreate:

1) /setblock ~ ~ ~ banner

2) enter

3) Done
