Light is offset from its sourceblock

If you place a torch, then the block with the torch has a lightlevel of 13. The block above it has lightlevel 14 (Shown in attached screenshots). From there it decreases in all directions.

This problem also apply's to Glowstone, Redstone Lamps, Jack o'Lanterns. (I didn't test more blocks)

This bug doesn't exist in 1.7.10

Edit: I didnt realise that the F3 screen now shows the lightlevel of your feet. Problem solved
