Blocks Hit But Not Disappearing

*I've seen this problem reported a few times that have been "resolved" but I'm still having this problem

When destroying a block (Usually above feet), you would hear the block break, see the little pieces particles of a block being destroyed, but the block would still be there. Walking into it would allow you to see through the walls and view all the cave systems around the world. The blocks stay for around 3-5 seconds. Placing a block will not show texture for a second or two either, but that's minor compared to the other problem

To Reproduce: Break a block above your feet Y coordinate. | Place a block
