Arrows take some seconds to go through a banner

What I expected to happen was the arrow would go right through the banner

What actually happened was it went through, but rendered it like it was half a block in front of the banner. it stayed like that for about five seconds, then updated and went into the grass blocks behind it.

Steps to Reproduce:
1. shoot an arrow at a banner in its hitbox (it only works sometimes at the right angle)
