Black bar on Horizon

On the horizon a black bar will appear and sometimes flicker. I have removed Java and re installed it as well as my GPU drivers. This issue was first noted in 14w29b. The world was created in 1.7.2 and is run on a server. This also happen on new worlds that are run locally.
