Lighting level from lightning is disregarded

Whenever a lightning bolt strikes, the light level in the outdoor environment appears to be 15. However, monsters still spawn outside during nighttime at the time of a lightning strike. I have prepared a world in which lightning constantly strikes at a very fast rate.
