Summoned lightning is centered on the positive x/z corner of the target block

Put in a command block, "summon LightningBolt ~ ~1 ~" and power it. You'll see that the lightning is centered on the corner of the block with the highest X and Z coordinates. Wouldn't it make more sense if it were centered on the middle of the block just like other summoned entities?
