Breaking snow yields 2 Snowballs

While I was playing Minecraft, I wanted to show a friend how to build a Snow Golem. When I used a shovel on the snow, it yielded two snowballs instead of one. I noticed this in Minecraft 14w28b as well, but I couldn't select this in the Affects Version/s area.
