Command Block Texture Delay

When I put down a command block there is a Delay before the texture appeard

What I expected to happen was...:
When I put down a command block the texture would appear

What actually happened was...:
I put it down and a invisible texture (see attachment) appeared before the texture appeared. It took longer the 2nd and 3rd times

Steps to Reproduce:
1. Create a world on 14w29b
2. /give yourself a command block
3. Place it down
4. The texture will not appear for about 0.5 - 1 second/s
