Repeaters will turn on when not powered

When you place a block, place a detector rail sloping onto that block, a dispenser on that block facing the detector rail, and a repeater next to the side of the block, the repeater stays on, causing certain circuts to become imposible, like one to see if a minecart actually came out of the dispenser.
