Glass (Panes), Glowstone, (Sticky) Pistons, Ladders are not affected by Efficiency enchantment

The Efficiency enchantment on every tool does not work on blocks suck as Glass, Glass Panes (All colors), Glowstone, Redstone Lamp, Piston, Sticky Piston, and Ladders. Is this intended? I've been playing ~ year and a half and it's a real pain.
