Stronghold in Deep Ocean not generating, only air pockets

See example seed: -112898373387825308, X=-243, Y=50, Z=387.
I have seen this a couple of times now, thought I wanted to report it as a bug since I could not find similar issues. The stronghold is not generated, but there is pockets of air in the ocean where it should be. See attachment.
