Whitelisting broken

I cannot add anyone to the whitelist via in game or via console. I get the error: "Could not add _____ to the whitelist" to every username I try to input. I made sure to use usernames that I knew existed, and also attempted to use a UUID to see if it would do the trick, no such luck.
