Skeletons & zombies don't burn in sunlight when their feet are in soulsand or web

If a skeleton or zombie is standing on soulsand or web, they are immune to the sunlight, I assume because they are considered "under" a light-blocking block. It surprises me that web blocks sunlight at all though
