What I expected to happen was...:
all the stairs be in correct position and torches.

What actually happened was...:
All the stairs and torches seemed to face the same direction regardless of whether they should be in a different direction.

Steps to Reproduce:
1. Generate a survival world with 4118341889164418016 as the seed.
2.Go to -246 68 -317
3. Witness the buggy village.
