More sea level bugs

I wanted to add to bug MC-57691 by saying that lowering the sea level also doesn't stop water generating in lakes, swamps, or waterfalls on mountains. Swamps especially are really odd as some of the water does generate in patches or in thin strips near the edge of dirt islands, but most doesn't.
