Altering advanced settings in customized world type sets surface to maximum height.

If I move the sliders under advanced settings in the customized world type in either direction more than the tiniest amount (less than 2% of the total scale), the world that generates has a terrain surface at Y=256. This occurs with all of the advanced settings, whether I use the sliders on page 3 or enter text on page 4.
