Repeaters in certain setups have problems with quick changes in signal.

Repeaters repeat incorrectly in some setups.
In this setup, the top left repeater works perfectly, but the other repeater isn't alternating.

In the picture, the signal just turned on, the top left one is waiting a tick to turn on, the other repeater never turned off.
