/spreadplayers not working with CommandBlockMinecarts

Steps to reproduce

• Spawn in a couple of Minecarts with Command Block
• Attempt to run a /spreadplayers command on them

It says the entity cannot be found.

This is not a duplicate of MC-47878 as that bug was fixed ages ago, I can successfully run /spreadplayers on all other entities.
