NOT Operator not existing in score parameters on @e, @p, @a, @r

Doing:

testfor @e[Type=!Player, 0,0,0,dx=10,dy=10,dz=10,score_Location=!1]

This should find all entities which is NOT player and do NOT have Location score of 1. But it finds any score. The "NOT" operator is not on all parameters.
