Skin Bug in Multi Player

Occasionally, when logging onto a server or world after starting Minecraft, one's skin will appear as a Steve. Although the user sees themselves as a Steve, other players do not and note that said skin appears as their usual, custom skin. When occasionally this issue does not occur when logging on to a server or single-player world, once one dies, enters a portal, or leaves the world or server then relogs, the bug will begin to occur. This only happens to certain players, yet the amount of players experiencing this bug is large.
