Ocelots/Cats don't swim to the surface when underwater and drown unless teleported

When cats or ocelots end up in some form of ocean or water pool, they don't swim to the surface and drown.

This happens in 14w26c which I for some reason can't select...
So I just put 27b there, let that be clear.
I'm not sure if it does happen in 28a or 27b though
