World crashes after joining for 3 seconds

World from snapshot 27b crashes after joining.

What I expected to happen was...:
World to load and be able to play.

What actually happened was...:
Game crashed

Steps to Reproduce:
1. Load a world from an older snapshot like 27b
2. Have lots of command blocks and redstone in that world with lots of scoreboards
3. Load world in snapshot 28a
