buckets do not take water and lava

What I expected to happen was..:
I tried to take a bucket with water for the cultivation near a river, but when click on the water, the bucket was the animation but remained empty.

What actually happened was...:
fill the bucket with water.

Steps to Reproduce:
1. take a bucket
2. go near the water
3. click on the water
