End Spawn in Wall and Not Generating

When I go to the End on Creative Mode, with cheats enabled, I spawn in a wall. When I /tp out of the wall, the End is just an endless sea of black. No mobs, no floor, no nothing.
I'd like to add that back in 14w21b, when I created the world, the End generated normally.
Also, this is not a glitch of MC-58886, or its dupes, as this has nothing to do with the Debug world, so please don't say it is.
