Redstone Reapeter timer is backwards

The repeater appears to be set to 4 ticks (instead of 1) when it is placed but still acts normal. Also, 2 ticks looks like 3, 3 ticks look like 2, and 4 ticks looks like 1
Steps to Reproduce:
1. place a repeater
2. obsrve how much delay it has compared to how much it looks like it has
