Levers can't be placed on redstone blocks

Levers can't be placed on the sides and bottom of redstone blocks, and are destroyed when flipped on the top.

What I expected to happen was...:
The lever would be placed correctly

What actually happened was...:
I wasn't able to place levers on the sides and bottom of redstone blocks. I could place them on other blocks. I was able to place it on top of the redstone block, but when I flipped it, it was automatically destroyed.

Steps to Reproduce:
1. Place down a redstone block
2. Try to place a lever on the sides or the bottom of the redstone block
3. Place a lever on top of the block and flip it
