command blocks don't trigger when dispensed onto a redstone block

I have a command block that says "/say hi" and put it into a dispenser. If I put a redstone block under the exit of the dispenser, before it would trigger the command if the dispenser shot it out onto the redstone block. This no longer works, it shoots it onto the redstone block and nothing else happens. Even if you update the command block it wont fire.
