Mob Spawner Not Following Rules

I found a dungeon in Survival Minecraft and lit the room up well and sealed all holes leading to the outside caves (except for my lit mine shaft). The spawner still spawned mobs (zombies) in the lit blocks and even in the ground and inside the spawner itself.
