Error when connecting to a multiplayer server

There is one of my friends who tried to connect on my server, and he had this error.

io.netty.handler.codec.DecoderExeception: java.io.IOExeception: Bad packet id 64

He is the only one having this problem and everyone else is connecting just fine. I just can't figure out why it doesn't work for him only.
