Repeater looping when not powered

When a repeater is in a circuit a certain way and gets un-powered, it loops on and off.

What I expected to happen was...:
The repeater would turn off when it stopped being powered.

What actually happened was...:
The repeater turned on for the specified number of ticks, turned off for 1 tick, then turned back on for the specified number of ticks.

Steps to Reproduce:
1. Place a repeater facing north into a block
2. On that block, place a piece of redstone dust
3. Power the repeater
4. Stop powering the repeater
