Square cursor when using resource pack

In Survival or Creative mode, with a resource pack, the cursor is a square, as if it were being drawn using a corrupted image file. When I press F3 to display information, the cursor changes to the Spectator Mode XYZ cursor. The only way to get the normal crosshair cursor seems to be to turn off resource packs.
