Clock involving redstone torches not working

First of all, this is not related to the redstone torch with air under.

When making a simple clock involving redstone torches - mine specifically consisting of two pieces of redstone, two repeaters, a block, and a Redstone torch - the torch will not blink. It will be stuck in the off state. I will post a series of screeshots where you can see that the redstone torches always is off, and the repeaters are blinking because of the bug mentioned in this: MC-58936 (sorry if the link is not working, first time doing this, and i don't really understand how that formatting works).

Sorry if this is a repost, i searched for it and couldn't find anything else with redstone torches than the one where it pops off.
