Nether not loading correctly

The nether is not loading correctly.

I thought the nether would load correctly when i entered.

I entered, and there is blocks above the bedrock, as well as the chunks only loading every other chunk along the X axis.

Steps to Reproduce:
1. start a new world on creative (not sure if it happens on survival)
2. build a nether portal.
3. enter the nether.

Note: i have a potion of night vision in the screenshot.
