Turning off command outputs does not effect some command blocks

Take 2 command blocks, and make a fill clock. Make sure commandBlockOutput and logAdminCommands are set to true. Than go to each command block and turn off the previous output (so the O turns to an X) than start the clock. Tesed on a 1.8.3 flatland world as well as my 1.8.3 server, both spammed the chat in game and on the server, as well as the game output from the launcher.
