Redstone repeaters creating clocks with no input

What I expected to happen was...:
Repeater turns off after input is turned off.

What actually happened was...:
Repeater was flashing and cause lag.

Steps to Reproduce:
1. Make shape like second screenshot (repeater faces north).
2. Power redstone behind repeater.
