Stairs and levers render/place wrong

What I expected to happen was a lever to place normally on an upside-down stair

What actually happened was the lever was upside down and when triggered breaks

Steps to Reproduce:
1. Place a stair upside-down stair
2. Place a normal lever on top of the stair like you normally would
3. The lever is upside down
