World Border Bug

I was playing around with world borders and noticed that you can teleport out of the world borders. I used /tp <player> ~1 ~ ~ and I got stuck and couldn't move out, so I went back into the world border. I then tried /tp <player> ~2 ~ ~. I was out of the world border and I was flying around. I could then walk into the world border and not get back out.
