Wither Moves During Shield Generation / Wither attacking before initial explosion

When I spawned the Wither he didn't freeze in place, waiting to build up his health and shields, he said,
"Screw it! I'm invincible now! Why not attack now?!"
So he flew around while his shields and health were still building up.
