Is it just me or is anyone else noticing that stairs only work in two orientations?

I was making a new world and I decided to build a boat... However, when I placed some stairs; it only work two ways: one that is upside down and one that is upside up. I don't know if I was doing something but I tried EVERYTHING! If it's a bug I'd like to know and if there is a way to fix it, same thing.
