When Using A Redstone Clock Made Of Four Redstone And 2 Repeaters The Repeaters Set To two Or More Ticks, When the Clock is Activated They Go Back To One Tick, We Don't Know Why This Happens?

When the clock is activated it is supposed to start ticking and the repeaters tell it how long each tick is. But the repeaters are set to one tick when activated.
